Jefferson Avenue, Detroit, MI. 48214, ([removed phone] as she lye blocked and de-commissioned inside for the winter season. The hull exterior, deck, bottom and structure were visually examined and tested by percussive sounding. Moisture levels in fiberglass and coring?s were measured with a GRP-33 electrophsics capacitance type moisture meter in strategic locations. Meter reads on 0-30 scale, 12% considered average, good and dry. ? Stringers found to have average amounts of moisture for this particular make, model, and year. (Averaging 15% to 18%) No visual stress cracks detected and soundings were good and no apparent delamination at this time. Proper ventilation would assist in reducing these numbers over time. ? Engine room bulkheads were inspected best possible due to limited access and coring found to be damp carrying about 15% to 18% which is not uncommon due to the fact standing water is often carried up against this bulkhead. Soundings were good and no apparent delamination at this time. Reduction or elimination of water and ventilation in the bilge can reduce these numbers ? Transom has elevated moisture averaging 18% over paint which is common on a boat of this age. Tapping with a phenolic mallet produced good soundings at this time. This should be monitored and repaired if/when necessary. ? Bottom was inspected and no blister or visual damage was detected. Bottom paint was in fair condition and displays previous flaking. Bottom should be prepped and top-coated ? Deck and foredeck were inspected and found to be dry 10% to 12% with no elevated moisture detected. ? Deck hardware was inspected and found to be secure with elevated moisture detected around perimeter of some hardware. All deck hardware would benefit from resealing (Recommended every 7-10 years) ? Swim platform was inspected and elevated moisture in coring was detected of 18% on the starboard side. Tapping with a phenolic mallet produced weak soundings with minor delamination staring. Hardware should be removed, coring dried out best possible and hardware resealed. This area should then be monitored and repaired if and when necessary ? Backfire flame arrestors require cleaning CGFR 65?50, 30 FR 16653, Dec. 30, 1965, as amended by CGD 88?032, 56 FR 35820, July 29, 1991] ? Anodes (Zincs) on shafts could be replaced, Note: Port anode is missing ? Bilge is little dirty (U.S.C.G. requirement) Note: Bilge could be sterilized/disinfected with bleach tablets or liquid bleach to kill bacteria and eliminate odor ? Halon requires routine maintenance; please read label on unit for directions ? One Fortress Aluminum fluke-style anchor that is bent in roller in the pulpit ? Anchor Roller is bent away from deck and should be re-sealed ? Horn is weak ? Whistle was not sighted (2009 Michigan law requires a whistle) ? Flares were not sighted and three day/night flares are required to be USCG compliant ? Clarion remote to helm inoperative ? Compass has no oil and needs replacing ? Gages have a few red bulbs out ? Spot Light is missing from Pulpit ? Engine Room Lighting is Inoperative (Trips circuit breaker) Items to be dealt with at owner discretion: ? Sliding door showing age and common for this year ? Deck Cushions were not onboard but canvas cover is ? Clevis (fastener) connecting the chain to the anchor needs to be wired fast to avoid vibrating loose (USCG recommendation) ? Port trim-tab has a minor bend (Not bad enough to justify a repair) ? Boot strip (Waterline) chipped ? Exterior vent for head blower broken ? Two chips side front (size of a quarter) ? Port lights (Side port holes) screens torn Estimated Value: After reviewing a current 2011 ?ABOS Blue Book?, Also reviewing current market pricing on the Internet, then adjusting the price for the Great Lakes Region and factoring in the above-mentioned options and deficiencies to arrive at this value. The fair market value of this vessel in its current condition should be: Eighty Thousand Dollars ($80,000) Various standards and recommended practices for Small Crafts, including current portions of those used by the American Boat and Yacht Council (ABYC) and The National Fire Protection Agency (NFPA 302) was utilized as criteria during the examination of this Vessel.
